Filter is applied to Tile after edit even if switched off from filters

I have a dashboard with bunch of single value tiles that are connected to a city filter. Then I have a column bar chart, which I want to be excluded from the filter.

Unfortunately every time I go to the bar chart and even change the title, it’s connected again to the filters. Almost as if filters “attach” the on/off toggle to a name of the tile not its ID or something. It gets really annoying that I have to go edit the filters every time I make a change to the tile.
